[classlib][security] compatibility: exception order for javax.crypto.EncryptedPrivateKeyInfo(String
algName, byte[] encryptedData )

         Key: HARMONY-768
         URL: http://issues.apache.org/jira/browse/HARMONY-768
     Project: Harmony
        Type: Bug

  Components: Classlib
    Reporter: Vladimir Ivanov

For the method javax.crypto.EncryptedPrivateKeyInfo(String algName, byte[] encryptedData
) at first RI checks algorithm name and throws NoSuchAlgorithmExceptionn while Harmony checks
encryptedData and throws IllegalArgumentException
