Hi Richard (apologies for the name mix-up in my previous comment), 

I've revisited all of the tests that pass on Harmony but fail against the RI which have been
labelled in the Javadoc comments as "should be a bug of RI" with the intent of settling -
in my own mind at any rate - the issue of whether these are real RI defects or perhaps Harmony

First, I now completely agree with you on the previous matter I raised concerning significant
digits : the "120E0" versus "123E0" does look like there is an RI bug. 

However, there looks to be a small number of these RI failures where (a)Harmony looks to be
behaving incorrectly, and (b) both Harmony and the RI appear to be behaving incorrectly. The
attachment DecimalFormat_Uncertain_Test.java is a JUnit test case that isolates those tests
from out of your patch which pass on Harmony but fail on the RI and which I am unsure what
the correct behaviour is. 
The provocatively entitled DecimalFormat_HarmonyIncorrect_Test.java isolates those tests from
your patch which fail on the RI but IMHO seem to indicate not RI bugs but Harmony implementation
bugs as the RI results are completely consistent with the spec.
