RI's java.util.UnknownFormatConversionException has different behavior with Java spec

Spec for UnknownFormatConversionException says:

"Unless otherwise specified, passing a null argument to any method or constructor in this
class will cause a NullPointerException to be thrown."

But RI's implementation of  UnknownFormatConversionException  constructor accept null String
silently. 

Harmony's implementation comply with spec.
