I managed to test on cluster and have sent a pull request.

I have removed task allocation based on data locality from RoundRobin because 2nd priority
will never run. If there is a space in cluster to accommodate a new task then new logic will
immediately assign it and code based on data locality will never fire. In other words new
logic is more generic and on a high priority, so generic logic will always fire instead of
specific (data locality).

This configuration property worked fine.
