"Basically I wanted to replace queue with buffer implementation which is
segmented so as to offer more parallelism. I am okay with Suraj's design

In either case, we are going to use ByteBuffer and I propose we have a reusable byte array
service that provides you a ByteBuffer wrapping a range from that byte array. Otherwise for
every superstep we would be building and tearing down ByteBuffer objects.
