Counters are currently implemented via RPC. 

bq.If we just want bsp master to know the current count (superstep value) that bsp tasks sync to, placing a watch on zk (pointing to /bsp/job_id) and process() after get notified should work.

the BSPMaster does not need the information, but the task itself, summed from all other tasks.
