Thanks [~leftnoteasy], that's correct. "scheduler-conf" right now is a PUT for refreshing
CS configs. There is "http://RM_ADDR/scheduler" to retrieve scheduler info, see more at [apache
doc|http://hadoop.apache.org/docs/r3.1.0/hadoop-yarn/hadoop-yarn-site/ResourceManagerRest.html#Cluster_Scheduler_API].
It dumps scheduler info but not directly from conf. I agree to add a GET for this endpoint
too, so user could first query existing CS configuration, then update via mutable API and
at last query again to make sure it is all good.

Let me reopen the ticket to get this done.
