Thanks [~vrushalic] for the review.

Previously TimelineClientImpl used to check 1.5 enabled by comparing timeline-version inside
TimelineClientImpl. I changed the comparison to boolean flag by newly added method i.e timelineServiceV1_5Enabled.

if( v1 not enabled )
   throw exception
