Can you show me where this is specified in Docker? I can't replicate this. I may be doing
something wrong, but I don't see it in the Docker documentation either.

This may be true, but running with and without {{--privileged}} also shows quite a difference.
Running without privileged gives you access to basically no devices, while running with {{--privileged}}
gives you access to basically every device. 

bq. The goal is have ability to try multi-process containers which uses systemd or supervisor
to start without endangering host system.
I understand, but the side effect is opening up containers from untrusted registries that
can potentially do nefarious things.

to allow the private repository, disk volume mount is allowed, kernel capabilities follows

> # If docker image is from private trusted registry with image name like "private.registry.local:5000/centos",
and white list allows this private trusted repository.  Disk volume mount is allowed, kernel
capabilities follows the allowed list.
