The asflicense and unit test issues are unrelated.
bq.  Under what circumstances, will getMemorySize() fail for the same reason?
The cgroup might not have been created, yet, the Linux distribution or kernel build could
have a limitation like missing swap configuration, there could be a cgroup configuration change,
or configuration issue, where not all subsystems are mounted.
