[~jlowe], attaching patch {{YARN-4163.005.patch}}. This contains an ArgsBuilder class, as suggested, and fixes for javadocs warnings. I fixed some of the checkstyle warnings, but others I did not fix due to other considerations. I will comment further once the pre-commit build comes back with the current warnings.
