2. To do that, we need to pass a {{Configuration}} object into constructor of {{RMContextImpl}}. That does't look good to me since
{{ResourceManager#serviceInit()}} intentionally set YARN configuration to rmContext after validation of configuration. In addition, to check the slowness of {{getLocalHost()}} needs multithread loops and each loop calls {{getLocalHost()}} thousands of times. We probably want to do that separately any way.
