Could you please to share why we need a prefix of UTILS here, is this a standard. #ifndef

I don't know if it's a standard, but I've seen the convention elsewhere, and it aligns with
YARN-6852 that Wangda had called out above. It is the relative path to the file (utils/strings-utils.h).
