[~mingma], Even though YARN-6216 renders the feature Scheduler Agnostic, most of the unit
tests and the testing were done using the CapacityScheduler. It would be nice if we had some
basic FairScheduler test cases for it as well. Maybe we can add them as part of YARN-1655
before closing it.
