YARN-5088 added the cli option that allowed folks to ask for either the head or the tail of
the logs. It defaulted to fetching Long.MAX_VALUE, or the first 2^63 -1 bytes.

This JIRA adds an additional flag that says "ignore any size limits and give me the full logs".
It also changes the default fetch to "the last 4KiB bytes", so if you want more you have to
either start using the option added in YARN-5088 or the new flag.
