Hi [~curino], thanks for the review and potential bugs in this. This Jira turns out to be
a duplicate for YARN-6234, where people are still debating whether we should create a new
pipeline or reuse it for later attempts in the same node.

> In AMRMProxy, an interceptor chain is created per application attempt. But the pipeline
mapping uses application Id as key. So when a different attempt comes in the same node, we
need to recreate the interceptor chain for it, instead of using the existing one.
