This quite make sense to me, and weight = 0 means the user cannot use any resource at all.
Which is also consistent to your previous comment:
bq. A practical use of this could be to essentially "pause" a user in a queue

Regarding to weights less than 1, I agree with this part: 
bq. I worry that the longer we keep support for it out of the codebase the more difficult
it can become to introduce it later. 
Also as mentioned by [~eepayne], I think this is not a problem as well:
bq. When there're several active users with weight < 1.

So I'm OK with setting weight to any value >= 0.
