Thanks for updating the patch!

I discovered the queue metrics are doing something somewhat sane for labels before this change,
see YARN-4484.  We probably should do something similar, reporting the maximum used% like
available is reporting the maximum available.

The findbugs complaint is valid and needs to be fixed.

Nit: We could make the CSQueueUtils call even simpler by retrieving the minimum allocation
and queue usage from the queue rather than passing them separately.
