I have done brief testing of {{refreshQueues}}, and this works for the use cases I've tested.
My reasoning is that {{UsersManager#addUser}} always retrieves a fresh configuration from
the CS Context:

+    CapacitySchedulerConfiguration conf = csContext.getConfiguration();

bq. 2) ... I'm not sure if following logic suggested can simplify the code:

This patch has pushed the caching down to each User object.
