We now have:

      lastTimeAtFairShare = now;
    }

    if (!starved ||
        now - lastTimeAtFairShare < fsQueue.getFairSharePreemptionTimeout()) {
      fairshareStarvation = Resources.none();
    }

What about:

    if (!starved ||
        now - lastTimeAtFairShare < fsQueue.getFairSharePreemptionTimeout()) {
      if (!starved) {
        lastTimeAtFairShare = now;
      }

      fairshareStarvation = Resources.none();
    }
