For activating and checking {{amIfStarted}} should be consider {{rmContext.getScheduler().getMinimumResourceCapability}}.
As per the current code

Any info on why the minimum was considered instead of {{Resource.NONE}} ?? We could have activated
AM directly with out AM Limit check but following ordering policy.
