bq. Could you use ResourceManager object instead of MockRM so that real admin service will
be started.
Is this really required ? as Resource manager is a much heavier class and to just test a small
part is it required to ensure everything else is configured and working fine ?  If its just
one additional method at default/protected package visibility then i think it should be fine
right ?

Apart from this one query in AdminService,  {{refreshServiceAcls(Configuration configuration,PolicyProvider
policyProvider)}} is synchronized but server configuration refreshes for the active services
(ClientRMService, ApplicationMasterService, ResourceTrackerService) is not synchronized, is
it required to ensure for multi client refresh ? Or we are doing synchronization just to ensure
transitionToActive/Passive does not happen at the same time when the client is calling refresh
