Recovery of the app has to fail as well. But other apps recovery should go through and RM
has to come up. If we are keeping these two as the expected outcome, i think a new jira could
be raised and we can continue discussing the same there. 

One more question though? I know its a negative scenario. But node labels were disabled manually
before RM restart, correct?
