Initial implementation {{new ResourceInfo()}} was returned when attempt is null ie, Empty {{ResourcesInfo#resourceUsagesByPartition}} gets returned.
In current impl {{resourceInfo}} we have set as null. So that for finished apps {{resourceInfo}} not required.
