Will currentExpiryTime and updatedExpiryTime be in UTC?

bq. yarn client convert user relative value to targetedExpireTime(=Now + relative value) into
UTC format and send a request to RM.

Related to my point above, if the ApplicationReport and updateResponse are reporting back
expiry time in UTC, then we should provide an API that lets you set the expiry time in UTC(in
addition to the API that lets you set expiry time relative to now)
