Yes, the patch is intended for the parent jira to create the new symlinks when new resource is localized. 
bq. LCE already supports symlink, right?
No, It doesn't support it today.  If I'm not missing something, only the container_launch script internally will also create all the symlinks needed before it launches the container. Also, it's a script because it's not just a single ln operation, it also needs to create any missing parent directories if needed as done in current container_launch script.
bq. Why relax this constraint?
Because the passed in symlink path is an absolute path
