Thanks, [~yufei]. Maybe I'm an old codger, but I'd really rather you have a single return
point from {{FSAppAttempt.hasContainerForNode()}} and {{MaxRunningAppsEnforcer.canAppBeRunnable()}}.
There's no advantage to having multiple exit points in this case, and it makes maintenance
a tiny bit harder.
