Current ApplicationTimeout has getLifetime which indicates the total lifeTime since application
is submitted.
IIUC, you need a time duration since the app is actually launched, am I right ? 
If we add a new API in ApplicationTimeout (like getRunningDuration) which means how long since
the application is launched and the monitor would start monitoring since the app is actually
launched instead of submission, would that satisfy your requirement ?
