Thinking more about this, we should avoid supporting minChildResources even if that means
an incomplete set of configs for ad hoc child queues. 

Comments on the patch:
# It appears one could use this to set maxResources for non-adhoc child queues as well. Can
we prevent that? 
# Do we need a check to assert {{maxChildQueueResources < maxQueueResources}}?
# Nice tests and thanks for cleaning up the javadocs etc.
