We've run into a number of situations where the lack of reservations-continue-looking support
for labelled nodes has caused problems, so it would be good to get some traction on this.
 Attaching a patch that is a port to trunk of what we've been running on our 2.7 release.
 It simply turns off the "only for unlabelled nodes" checks for the feature.

I think this works fine for something like 2.7 with exclusive labels.  When it goes looking
for another reservation to release it will be a reservation against the same label.  For non-exclusive
labels this simplistic approach may not be sufficient.
