As per [~leftnoteasy]'s request, I am restricting the changes to only ResourceRequest scheduling.
To be clear, I do feel, in the fullness of time, all Schedulable entities, including apps
should have a SchedulerKey.. but for the time-being, I am fine with reducing the scope to
just Allocate requests.
