Attaching new patch with the mentioned approach . This is very generic top level approach,
and more lenient to avoid resetting the scheduling opportunity counter so that more allocation
may happen. I have not checked per-queue level resource checks (if we do this, then we will
become more stricter), rather done the upper check with total resource of the label. Pls share
the thoughts.
