It will be better if you could share a more details about this work such as a document since a detailed patch is submitted.
>From the patch, it looks like you are planning to introduce a LeaseManager to control various lease requests placed from cli and try to push those resource for other uses. I am not very sure, but a detailed document will really help to know about the use cases which you are trying to address. As Jason told, it looks similar to the overcommit effort happening in YARN-1011/YARN-5215.
