If both the appId and the containerId are specified, the appId will be interpreted in the
block you quoted and the containerId will be interpreted in line 233-241:

if (containerId == null) {
  containerId = ContainerId.fromString(containerIdStr);
  if (!containerId.getApplicationAttemptId().getApplicationId()
      .equals(appId)) {
    System.err.println("The Application:" + appId
        + " does not have the container:" + containerId);
    return -1;
  }
}

I will change the error message in the next patch according to your suggestion.
