Hi, [~leftnoteasy]

I have not been following this for a while, but it does make sense to merge any change to
a container into one unified API. Just to be sure, this won't have any compatibility issue
since the container resize feature is not out officially yet, right? 

Also, are users allowed to increase AND decrease different resource index in one update API,
since we call it "update" now?

[~asuresh], when this ticket is completed, will you be able to update YARN-4175 for an update
example? This may be useful for people who are already prototyping with the container resize
feature.
