I spoke with [~danzhi] offline.  I'm fine with tabling the RM restart issue for a followup
JIRA so that we can move this JIRA forward.  [~vvasudev], [~djp], did you have any more comments?
 I'm going to do another pass through the patch sometime this week, but I don't expect anything
major.
