I made this policy to extend {{NoOverCommitPolicy}} so that we can reuse code to validating
for physical cluster constraints and user-match.
Also the {{TestCapacityOvertimePolicy}} has been made to match the new type of exception (more
specific), coming from the super invocation. 
This patch might depend on YARN-5164 and YARN-5185 (I have tested them together locally).
