If root cause is same  for all test failures then multiple test class failures can be clubbed
together to keep single JIRA. Otherwise I think, need not to block independent JIRA by keeping
one single general JIRA. 
[~bibinchundatt] If you have spare time, would you mind checking cause for test failures mentioned
in YARN-4929 are same? If similar fix, you can club the test failures.
