Konstantinos Karanasos commented on YARN-2883:
----------------------------------------------

Thinking more about it, it might be a good option to move the running/queued containers to
the Manager. The Monitor will continue being the one that knows about the resources, but I
hope we can get those info from (synchronous) calls without the need for events.
By doing so, I want to make sure we don't complicate more YARN-1011.
So, let me go ahead and do the refactoring to see how it looks and I'll get back to you.

> We propose to add a queue in each NM, where queueable container requests can be held.
> Based on the available resources in the node and the containers in the queue, the NM
will decide when to allow the execution of a queued container.
> In order to ensure the instantaneous start of a guaranteed-start container, the NM may
decide to pre-empt/kill running queueable containers.
