Thanks for explanations. Does this handle following case?
- All queues have access to * 
- Some labels added to cluster
- Some queues' capacities other than default partition is set

In your existing logic, the {{isLabelToQueueMappingAvailable}} will be false, and partition
structure will not be shown. Correct?
