Hi [~rohithsharma],

Apologize for my very late feedback. Instead of adding a new list of recovery-and-pending-apps,
could we add this behavior (early submitted & running apps goes first) to our existing
policy? Maintaining only one ordering policy in LeafQueue is easier.
