We cannot change the signature of the existing killApplication method or we break backwards
compatibility.  However as [~Naganarasimha] mentioned we can simply add another method that
takes the two arguments instead of one.  Then we can support both the old method for backwards
compatibility and the new method which allows a user-provided diagnostic.  I'm not sure we
should deprecate the old method just yet.  We can still generate a useful diagnostic message
automatically on the RM side when one is not provided, such as which user from which host
issued the kill command.
