Thanks for the all suggestions. 

[~Naganarasimha] I plan to keep completed apps in a map and recover them asynchronously after
recovering apps which are not yet completed, it is same as the solution 2 which you mentioned.
IMO solution 1 is more complex than it.

[~templedf] It is really a good question. I did not notice the problem when I created the
issue, because I thought it was not a big problem. I prefer the method that forces immediate
recovery of that app or block until it's recovered, because it will make no changes to the
behaviors for client.
