Rohith Sharma K S commented on YARN-4479:
-----------------------------------------

bq. but wanted to know whether the order of activation should be A1, A2, A3 itself and not
based on the ordering policy for the recovered apps, Thoughts ?
It should be based on the ordering policy only. At this stage, all 3 applications A1,A2 and
A3 are in same level of position. So activation should be based on the ordering policy implementation.
In specific to priority, always highest priority application should be activated first.

> Currently, same ordering policy is used for pending applications and active applications.
When priority is configured for an applications, during recovery high priority application
get activated first. It is possible that low priority job was submitted and running state.

> This causes low priority job in starvation after recovery
