Going through for the implementation, this JIRA required to be handleid from {{REST}} and
{{YarnClient}}. For both, common change is KillApplicationRequest proto i.e adding {{user
diagnostic message}}. After making required modifications to protos 
# REST service API can be mofied without breaking compatibility by adding new field in AppState.
# {{YarnClient#killApplication(ApplicationId applicationId)}} modifying this signature would
be compatibile issue since it is already exposed API. 
I would like to hear comments from community about compatibility problem.
