bq. Rethinking this, it's better to change how to calculate availableMB in CapacityScheduler.
availableMB should include reservedMB for consistency.
or to change how to calculate availableMB in FairScheduler to exclude reservedMB. As [~skaterxu]
commented,  we need to take care of vcores as well.
