The doc looks good. I have a couple questions:
# What would be the first policy to implement? I guess we can define it in YARN-1015.
# Would it make sense to make over-subscription a global property set by the RM instead of
per-node?
I think we need a sub-task under this umbrella for the over-subscription property.
