Rebasing after YARN-3454 got committed. A point of discussion: The configuration could be
either choosing "GreedyReservationAgent" and set the allocation direction, or have an other
top-level class (e.g., "LeftGreedyReservationAgent") that invokes the same "internals" but
configured for left-to-right allocation. One less config param, one more class... thoughts?

> The GreedyReservationAgent allocates "as late as possible". Per various conversations,
it seems useful to have a mirror behavior that allocates as early as possible. Also in the
process we leverage improvements from YARN-4358, and implement an RLE-aware StageAllocatorGreedy(RLE),
which significantly speeds up allocation.
