This is not a lucky thing but a default behavior for YARN to schedule resource. Negative available
resource just mark resource commit (consumption + reservation) is larger than current system
resources which means YARN support resource over-commitment which get supported in mostly
modern OS or Distributed OS. I just comment on YARN-4067 which seems to be an invalid JIRA
to me.
