Some comments
# The invocation {{rmContext.getStateStore().updateApplicationState(appState);}} is asynchronous.
So I feel stil there will be corner case would ocure where priority has set in scheduler but
not updated to RMStateSstore. So if any RM switch/Restart would end up in resulting in old
priority set.  I think this particular invocation should be should be synchronous like any
others API's  E.g: {{storeRMDelegationToken}}, {{storeRMDTMasterKey}}
